Why are all the jobs being allocated to the one (or the wrong) installer

If you notice that all the jobs are being allocated to an installer it may be due to the sequence numbers

Installers with a lower number will be more likely to be picked.

Open

other things like location and installer skills are also factors but the most common is to do with the sequence number.

Note: if multiple installers have the same number then BUZ will sort by alphabetical order.
